The Free Zone calculator uses supplied package prices. The Mainland calculator uses provisional planning allowances. Both help you prepare a useful starting plan for HARF to check before issuing a complete quotation.

Known subtotal = full-term package price + applicable federal fee + known office deposit + any selected employee WPI premium excluding VAT.
Licence, lease and stated visa fee bundles already included in the package are not added again. The full selected-term price comes from the supplied grid; it is not an annual price multiplied by the number of years. Missing price cells produce a tailored-quote route rather than an invented amount.
For example, Pro Zero for one year is AED 6,000 plus AED 10 federal fee, giving AED 6,010 before unconfirmed additions. It has no included visas.

Prepared by HARF using its supplied RAKEZ customer and agent package workbooks for 2026, supplementary package factsheets, and the August and September 2026 activity catalogues. These documents are not reproduced as public downloads.
Where source descriptions conflict, unconfirmed benefits or charges are kept out of the automatic subtotal and referred to HARF. Promotional availability, current acceptance of activities and any changed fees are checked before a final quote.
What still needs confirmation?
- VAT treatment and HARF professional fees.
- Health insurance and any employee WPI you have not selected.
- Activity-specific fees, qualifications, approvals and additional shareholder preapprovals.
- Designated-zone federal fees or office deposits where the supplied data is unconfirmed.
- Promotion availability, package eligibility and the scope of included support or visa renewals.
Innovation City calculation
The model follows Innovation City’s public cost calculator, checked 26 October 2026. It adds the selected full-term package price, premium activity fees, extra standard activities, extra visas and any dedicated-desk upgrade. Premium activities are charged by their listed calculator fee; excess standard activities are AED 2,000 each. STARTUP and GROWTH include one visa and add AED 4,400 per additional visa, up to four requested visas. A separate dedicated-desk upgrade adds AED 9,000 unless the recommended GROWTH package already includes it. These additions are not multiplied by the licence term.
The SEED calculator currently limits the package to one shareholder and one included standard activity. Its October package promotion advertises different limits, so the estimate follows the calculator and HARF checks offer eligibility. VAT treatment, insurance, HARF fees, additional shareholder requirements and charges not shown remain to be confirmed. This does not establish approval for any regulated activity.
Mainland calculation
The Mainland figures are broad allowances for budgeting. They are not a government fee schedule. The selected business category, extra owners, visas, premises allowance and any rent you choose to include form the planning range, rounded to AED 500.
